Impact Goal 1

Accelerate Canada’s economic growth by promoting the value and impact of college and institute research and development partnerships with SMEs and communities in high-growth sectors

By March 2026, CICan is committed to increasing federal funding for college applied research and innovation initiatives. We will raise awareness among Parliamentarians, government and research funders about the unique strengths of colleges and institutes in responding to the economic and social innovation needs of local businesses and communities and in derisking new technology investment and adoption to address Canada’s productivity and competitiveness gaps.

How?

  • Advocating for a reimagined approach and increased funding for college applied research and innovation within the federal R and D ecosystem
  • Engaging in relevant federal policy consultations and conducting policy development, program design, data collection and dissemination, including mission-driven research, national security and infrastructure issues
  • Organizing strategic stakeholder fora to showcase the impacts of college applied research and innovation partnerships in addressing Canada’s most pressing challenges

Impact Goal 2

Boost Canada’s job-ready workforce by promoting the value and impact of innovative college and institute education and training in high-demand sectors

By March 2026, CICan is committed to increasing federal funding for college-and-institute-based skills and training initiatives. We will raise awareness among Parliamentarians, government, industry and labour leaders about cutting-edge and inclusive college and institute training programs and innovative upskilling and reskilling initiatives that provide rapid pathways to employment to meet Canada’s critical labour shortages.

How?

  • Advocating for increased federal funding for college-and-institute-based skills and training initiatives
  • Engaging in relevant federal policy consultations and conducting policy development, program design, data collection and dissemination, including on issues related to immigration, international student and newcomer integration
  • Organizing stakeholder fora to showcase the impacts of innovative college and institute education and training in addressing Canada’s most pressing workforce challenges
  • Working with provincial and regional college and institute associations in policy development and outreach

Impact Goal 3

Create strategic opportunities to address shared global challenges by forging new partnerships

By March 2026, CICan is committed to providing members with new opportunities to forge strategic partnerships with relevant institutions around the world, addressing key challenges in both Canada and globally.

How?

  • Leveraging our unique expertise in implementing capacity building, student mobility and other types of programs and partnerships
  • Collaborating with partner institutions to develop initiatives that address shared challenges
  • Seeking funding opportunities from government agencies, foundations, and other sources to support collaborative projects and initiatives

Impact Goal 4

Advance reconciliation by renewing our Indigenous Education Protocol and boosting uptake among member institutions

By March 2026, CICan is committed to completing a mobilization effort around a refreshed Indigenous Education Protocol. Grounded in the Truth and Reconciliation Commission’s Calls to Action related to postsecondary education, this work will guide CICan and our members in developing and implementing more initiatives to increase representation and participation of Indigenous peoples in college and institute governance, research and educational spaces and systems.

How?

  • Assessing and renewing CICan’s Indigenous Education Protocol in co-creation with Indigenous partners, advisors and members and mobilizing wider adoption by more CICan members
  • Working with Indigenous-led member institutions to advance their specific goals for leadership, capacity and partnership development to meet community needs
  • Advocating for increased federal support for Indigenous students and research
  • Deepening our relationships with National Indigenous Organizations to support their goals for enhanced outcomes for college and institute students

Impact Goal 5

Support climate action by promoting college-and-institute-led initiatives

By March 2026, CICan is committed to advancing the sector’s efforts in achieving net zero emissions on campuses by 2050, by collaboratively developing and implementing partnerships and initiatives to reduce the carbon footprint of member institutions.

How?

  • Advocating for increased federal funding for net-zero-related initiatives on college and institute campuses and green infrastructure
  • Supporting research, knowledge sharing, capacity building, and solutions development to assist members in activities to reduce carbon emissions and energy consumption on campus
  • Developing “greening” curricula

Seneca Polytechnic

Seneca Polytechnic signed the CICan Indigenous Education Protocol in 2015 and works with colleges and universities across Ontario and Canada to share learnings on incorporating Indigenous teachings into their programs. In 2023, Seneca introduced the three-year Curriculum Integration Project, a “train the trainer” initiative guided by First Peoples@Seneca, which instructs faculty on how to incorporate the lived experiences of Indigenous Peoples into every Seneca academic program. By the project’s end, Seneca will have 200+ faculty champions, and every student will study some reconciliation education content within five years.

Honouring National Day for Truth and Reconciliation: Reflect, Learn, Act 

Canada’s National Day for Truth and Reconciliation, observed on September 30th, is a day of profound significance. It represents our shared commitment as a country to acknowledge and confront the historical injustices inflicted upon Indigenous peoples, especially the atrocities of the residential school system. Although Colleges and Institutes Canada (CICan) is committed to promoting continuous reflection, learning and action throughout the year, this day offers us a unique opportunity to reaffirm our commitment to reconciliation and deepen our collective understanding of Indigenous history in Canada. 

The Role of Colleges and Institutes  

The Truth and Reconciliation Commission (TRC) identifies education as one of the five key areas requiring reform to attain reconciliation. This recognition underscores the pivotal role of colleges and institutes in Canada’s reconciliation journey. We take immense pride in this role, especially given we are the primary postsecondary education providers for Indigenous learners. Over 86% of Indigenous people reside within 50km of a college campus. 

According to Statistics Canada’s 2021 Census data, colleges and institutes are making great strides. Out of the 37% of Indigenous people in Canada who hold a postsecondary credential, an impressive 75% obtained it from a college or institute. While this progress is encouraging, it’s crucial to acknowledge that disparities persist between Indigenous and non-Indigenous people. Additionally, the fact that fewer than half of Indigenous people have attained a postsecondary credential serves as a reminder that reconciliation is a vital and ongoing effort.     

We are proud of the fact that colleges and institutes are far from idle when it comes to reconciliation. We actively engage with Indigenous communities across the country to dismantle barriers and cultivate a culture of respect and inclusion within our institutions. There is no sustainability without equity (SDG 10)

June is a unique month dedicated to celebrating diversity and promoting true inclusivity. It marks the convergence of two periods of recognition: Pride Month and National Indigenous Peoples Month.  

Both are celebratory but draw attention to the ongoing journey toward equity and reconciliation. SDG 10 challenges us to reduce inequalities within and among countries, including income inequality, political and social inclusion, discrimination, and representation. It lies at the centre of the United Nations 2030 Agenda for Sustainable Development.   

The role of colleges and institutes. 

Canada’s colleges and institutes understand their critical role in reducing inequalities. As the primary access points to postsecondary education for many equity-deserving groups, we actively engage with community partners to remove barriers to education and promote a culture of respect and inclusion in our spaces. Here are just a few of the many ways colleges and institutes are showing their support this month, and beyond: 

  • Red Deer Polytechnic, alongside its student’s association and Central Alberta Pride, has demonstrated its support to the 2SLGBTQIA+ communities through a flag-raising ceremony.  
  • Assiniboine Community College has an Indigenization strategy to instil Indigenous worldviews, knowledge, and perspectives from the diverse Indigenous cultures at every level of our organization. 
  • Cégep Heritage College has an Indigenizing Project to assist CEGEP teachers in the work of indigenizing the curriculum. 
  • Sheridan College‘s student union is hosting several community events and offering students an opportunity to take a trip to the Toronto Pride Parade with them on Sunday, June 25.   
  • Thompson River University provides its community various opportunities to learn about Indigenous people, cultures, histories, and stories of the local Secwépemc people and other Indigenous nations.   
  • George Brown College‘s Office of Anti-Racism, Equity and Human Rights Services promotes fairness, equity, accountability, and transparency year-round.
  • Cégep de l’Outaouais has a community of practice that brings together staff to share their knowledge and expertise to bring about changes in their professional practices towards greater inclusivity.  

While significant efforts are underway, we continuously seek new ways to address the need to do more. This commitment to equity goes beyond mere obligation. We consider equity an essential component of sustainability. And we are not the only ones who think so. The World Bank highlights that addressing inequalities is vital to eradicating poverty, while the World Health Organization emphasizes that equity is a fundamental determinant of health.   

The good news? Access to learning is one of the best ways to reduce inequalities, and the data shows that more and more individuals traditionally underrepresented in postsecondary education recognize colleges and institutes as accessible options.

  • Join the 50-30 Challenge, which aims to advance equity, diversity, inclusion and economic prosperity from coast to coast to coast by ensuring everyone has a seat at the table.   
  • Sign the Indigenous Education Protocol, which underscores the importance of structures and approaches required to address Indigenous peoples’ learning needs and support self-determination and socio-economic development of Indigenous communities.  
  • Commit to learning about the history of residential schools, listen to survivors’ stories and reflect on our role in creating a better, more equitable future for Indigenous peoples. Here are just a few of the many resources out there to get you started:

Sault College

For over 30 years, Sault College has been committed to advancing Indigenous education in Ontario as part of the institution’s vision to make society better by providing a transformative life experience that empowers its students to think and learn progressively and innovatively. The faculty, support staff and administration at Sault College’s School of Indigenous Studies and Academic Upgrading has over 100 years of combined experience working in Indigenous education.

As representatives of the local First Nations communities, the staff at the School of Indigenous Studies believes that academic learning and cultural understanding can be effectively combined. Sault College’s commitment to Indigenous learners is also woven into the school’s governance, with Indigenous Education identified as one of Sault College’s Strategic Mandate’s three pillars and embedded in the 2016-20 Strategic Plan.

Sault College reserves at least one seat on its Board of Governors for an Indigenous representative and encourages more Indigenous representation on its Board The College’s administrators were also required to read the Truth and Reconciliation Report and a sub-committee to address the report’s Calls to Action is in the works.

Two Elders-in-Residence enhance the college’s environment of social inclusion by consulting with senior administrators on program and policy development, cultural competency training, and engaging with faculty, staff, and students. Meanwhile the physical space of Sault College, such as the Sacred Fire Arbor, Sweat Lodge, and commemorative wall display for missing and murdered indigenous women in Canada, has been designed to create a safe and inspiring space to address barriers to education, encourage new ways of learning and allow opportunities for cross-cultural engagement.

Sault College’s commitment to Indigenous learners extends well beyond its signing of the CICan Indigenous Education Protocol to Indigenous-specific programming, integration of language and cultural practices, and partnership with local Indigenous education institutes and organizations.

NorQuest College

In 2017, NorQuest College became Edmonton’s first signatory to the Colleges and Institutes Canada (CICan) Indigenous Education Protocol. This was the culmination of College-wide efforts to better serve Indigenous learners and support educational and economic development in their communities. The College’s Indigenization Strategy, Wahkohtowin, is a living document guiding its holistic approach to reconciliation and decolonization. NorQuest’s commitment as an Indigenous community hub is embodied in its Indigenous Student Centre; overseen by Indigenous staff and featuring the welcoming presence of two resident Elders.

Humber College

Humber has been a national leader in Indigenous education for many years and was one of the first colleges to sign the CICan Indigenous Education Protocol. Humber constantly adds new services and opportunities for Indigenous students and hosts more than 100 cultural events annually through on-campus gatherings, community-based events, and virtual programs. This includes an Indigenous Knowledges Gathering, Pow Wows, and other educational and engagement activities to support spiritual, emotional, mental and physical wellness. Indigenous Education is prioritized in Humber’s current strategic and academic plans, with an emphasis on ‘Naawsidoong Mino Nawendiwin: building good relationships and furthering Truth and Reconciliation efforts.
